Throughout this website, the term Legacy Owners refers to purchasers who acquired residential lots during the Cabo Riviera era, prior to the 2014 change of ownership that ultimately led to the Costa Palmas development.
As the development’s earliest residential investors, these purchasers form an important part of the development’s history. Many acquired their properties years before Costa Palmas became internationally known under its current name and have remained owners throughout the project’s evolution.
Understanding who the Legacy Owners are, and how they differ from later purchasers, provides important context for understanding the governance issues and legal proceedings documented elsewhere on this website.

Early Purchasers
During the Cabo Riviera period, residential lots were offered for sale as part of the original master-planned vision for the development. Purchasers acquired these properties for a variety of reasons, including retirement planning, vacation homes, long-term investment and future residence.
These purchases were made under the governance structure, planning documents and development vision that existed during the Cabo Riviera era.
Many legacy owners have continued paying assessments and maintaining their ownership interests despite the long development timeline and subsequent changes to the project.

Legacy Owners Today
Many Legacy Owners have retained their properties for more than 15 years. While some have constructed homes, many continue to own undeveloped residential lots originally purchased during the Cabo Riviera period.
Their continued ownership provides an important historical link between the original development and the Costa Palmas community that exists today.
Legacy Owners and Recent Owners
Throughout this website, a distinction is made between Legacy Owners and Recent Owners.
Legacy Owners purchased residential lots before the 2014 change of ownership, during the Cabo Riviera era.
Recent Owners acquired lots, completed homes or branded residences following the 2014 transition, through the Costa Palmas development and its affiliated entities.
Both groups form part of the Costa Palmas community. However, they acquired their properties under different ownership, planning and governance frameworks. Understanding this distinction helps explain the historical background to the governance matters and legal proceedings documented elsewhere on this website.
Governance and Legal Proceedings
Over time, a number of Legacy Owners raised concerns and, in some cases, challenged governance decisions through the courts, disputing the legality of certain governance decisions and amendments and questioning the administration of certain common areas affecting their properties.
Those concerns ultimately resulted in the civil proceedings currently documented on this website, including the M15 Nullity Amendments and Regulations Lawsuit and the Master HOA Accounting Lawsuit.
This page does not attempt to examine those proceedings in detail. Instead, it provides the historical background necessary to understand why they arose and why a group of Legacy Owners became involved.

Although this website originated from issues affecting a group of Legacy Owners, its purpose has evolved into documenting the broader history, governance and legal proceedings relating to the Costa Palmas development.
